Is Severance pay withheld at a higher rate regardless of your allowances?

I received my first severance check and realize that even with the same allowances amount my employer withheld 25%. Likewise my vacation pay was withheld at 15%. These witholding were significantly higher than what used to be withheld from my regular pay.
