Was I entitled to a discount?

Back when I lived at another apartment complex, the central boiler quit working and there was no hot water for 7 days. It was supposed to be fixed within 2-3 days, but there was difficulty getting the necessary parts shipped to repair the boiler. So, we went SEVEN days without any hot water. When the rent was due, I still had to pay the full amount. No one got any discounts or anything. Still the full amount -- $725. Should there have been a discount for all the tenants?
